DHL to restore express parcel service to Russian customers

DHL is preparing to resume foreign package deliveries to Russian consumers after reaching an agreement Tuesday with customs officials, said DHL’s vice president for operations in Russia, Yury Shevchenko.

“On January 28, DHL Express participated in a meeting with the Federal Customs Service, where agreements were reached about the arrangement of customs declarations of express cargo for personal use,” Shevchenko told Prime News Agency. “Currently we are working toward the realization of these agreements, with the goal of rapidly renewing deliveries.”

A series of express shipping companies, including UPS and DHL, announced last week that they were canceling express consumer package deliveries to Russia from abroad or that customers should expect delays.

The announcements came in the wake of a range of new customs regulations for the importation of consumer goods that ordered processing of shipments individually, increasing both the time and paperwork required. These regulations, the companies said, would prevent them from fulfilling deliveries within the timeframe promised to customers.

FCS head Andrei Belyaninov said that the agency intended to allow express shipping companies to process foreign packages in batches, rather than individually, Prime reported. Currently, only Pochta Rossii, the national postal service, holds that right.
