Moscow region rejects anti-gay bill

The Moscow regional Duma dismissed a bill prohibiting the promotion of homosexuality, saying it was contradictory to Russia’s existing legislation.

“The deputies didn’t approve it,” the regional Duma’s spokesperson told RIA Novosti on Thursday.

The bill aiming to make “non-traditional sexual orientation propaganda to minors” illegal was filed with the regional parliament on November 16 by the local Council of Municipal Entities, according to the news agency.

No legal definitions

Complaints about a similar law imposing fines for “gay propaganda” in St. Petersburg and Arkhangelsk was found unreasonable the Supreme Court in autumn 2012, shortly after respective bills passed with local legislative bodies.

Russia’s Northern Capital saw the biggest controversy over the bill adoption earlier this year, although first initiatives date back to 2006. 

Gay rights organizations said at the time that Russian law has neither a definition of homosexuality, nor traditional sexual orientation. They also said they were going to file their appeals to the European Court for Human Rights, BBC Russian service reported.

Madonna facing a million dollar fine

U.S. pop diva Madonna is facing a million dollar fine for her performance in the Northern Capital, which was qualified as a violation of the law.

Nine people demanded compensation for “moral damages” from the singer, the concert organizer from PMI and the concert hall amounting as much at $10.5 million.

The hearing of the case by a district court in St. Petersburg started on Thursday. Madonna herself didn’t show up in the courtroom.

The court also had no information whether she had received a request for summons in New York, RAPSI reported.
